The Rec 7 and 8.3 are related to data elements transfer and therefore data elements matrix has been updated to include the transfer functions for registars and also added registry operators.

To make the documents easier to read, you’ll note that that the resolved comments are gathered and recording in the documents as part 4 in Rec 5 for example.
