[IRT.RegDataPolicy] Rec12 Analysis on Org Field ready

Note that while the Rec. 12 we are looking at IRT is the board-approved one, I believe the updated Rec. 12 (with implementation guidance) is soon upcoming when GNSO Council and Board sort it out.
