[IRT.RegDataPolicy] Implementation Timeline inputs

I'm not saying whether this is feasible or not, but considering the policy mentioned effective date was February 2020, to the point that the policy is published by February 2020, that would trigger the start of the rainbow bridge, making it a nice goal.
Before today I was hopeful this could happen; after today I don't believe it can happen, since latecomers to the IRT are still relitigating PDP decisions.
