[IRT.RegDataPolicy] SOI update: GNSO Council Liaison: Ruben - > Sebastien

Thanks Rubens for your update to the SOI.

We thank you for your support to the IRT as the GNSO Council Liaison over the past 5 months and very glad that you will be continuing as an IRT member.

For those who missed the announcement at iCANN66, Sebastien Ducos has been appointed as the new GNSO Council Liaison for the Registration Data Policy Implementation.  Sebastien joined the IRT on 24 July 2019 so already familiar with our work. 
Sebastien participated in person at ICANN66 and has already communicated to us on Rec 12 and stands ready if and when IRT needs to liaise with GNSO Council.
