[IRT.RegDataPolicy] Review Board resolution 2019.11.07.13 on Thick WHOIS Transition Policy

Hello All,
I wanted to follow up on Dennis’ email below and thank Dennis for flagging it for us. I have one question on this and one comment. First, Dennis, do you know what the expected timing is on these items? Are they simply to be included with our IRT Report?

Second, as the GNSO is the genesis of the Thick WHOIS Policy and ICANN was responsible for deferring its implementation, I would suggest that we simply note the direct impacts of the Final Report Recommendations on the text of the Policy (as is already required by Rec#27), but defer to the GNSO for any action. I think that process is clear from the Resolution language, but I think it’s important that the IRT resist the urge to offer any opinion or advice as that is the role of the GNSO.

Resolved (2019.11.07.13), the President and CEO, or his designee(s), is authorized to defer compliance enforcement of the Thick WHOIS Transition Policy until all of the following have occurred:
§  the gTLD Registration Data Policy Implementation Review Team (IRT) completes its review and establishes an implementation timeline estimate of the Expedited Policy Development Process (EPDP) Team's recommendations<https://gnso.icann.org/sites/default/files/file/field-file-attach/epdp-gtld-registration-data-specs-final-20feb19-en.pdf> as adopted<https://www.icann.org/resources/board-material/resolutions-2019-05-15-en#1.b> by the ICANN Board on 15 May 2019;
§  ICANN org and the IRT provide the GNSO Council with the required information on the impacts of the EPDP Team's recommendations on existing policies and procedures (including the Thick WHOIS Transition policy), and
§  the GNSO Council makes a determination on whether to take action on updates to relevant policies and procedures (which could include additional policy work, guidance, or other actions to be determined) impacting the Thick WHOIS Transition Policy.
