[IRT.RegDataPolicy] Rec28 IRT comments closing - timeline

It doesn’t seem like recommendation #28 can be closed out at this time. This recommendation deals with the effective date of the policy. While we have agreed that the recommended date can’t be met (and informed the GNSO council of that), we have not yet set a new date, or determined how long of an implementation window will be needed. I suggest keeping Rec #28 open until we have answered those two questions.
