Dennis and fellow IPT/IRT members,
I agree with the analysis that no additional (new) policy language is needed.
Thinking about this recommendation from a procedural standpoint, I’m wondering how it will be rolled out. The analysis further suggests that the existing (transfer) policy needs updating. What is the process for this? Will there be an effective date for the updated transfer policy and is an implementation window needed (it may be that it is sufficiently similar to the existing temporary specification language that a window isn’t necessary)?
As far as I know this is a new scenario where an expedited PDP is recommending changes to an existing consensus policy. While I know the GNSO Council and the ICANN board have both reviewed and approved this recommendation, should the GNSO council as the policy “owner” review/approve the redlines to the existing policy before they go into effect? It might make sense to reach out to the council to understand their thinking and/or plans to take on policy work in this area.
