[IRT.RegDataPolicy] Rec22 IRT comments closing - DPA ICANN org & DRP

+1 to Marc on this. I hope we will discuss the four recommendations
related to DPAs in Montreal and see if we can resolve the concerns with
combining some of them. Thank you.
