[IRT.RegDataPolicy] Review Appendices for URS and UDRP

In reviewing the appendices for URS and UDRP I noticed a difference between Recommendation 23 and the Appendix for the URS which I think needs further evaluation (The UDRP Appendix looks good).

In Recommendation 23, the registry must provide the data it holds to the URS provider; it specifically says that if it's a thin registry then the registry must disclose the data they hold to the URS provider, and also if it's a thin registry then the registrar must provide the full registration data to the URS Provider upon notification of the compliant. So the registrar's obligation to disclose data to the URS provider is limited to thin registries.

In our Appendix A to the new Policy, there is nothing about thin registries, it just says the registrar must always provide the data it holds to URS provider upon notification of complaint, it's not limited only to thin registries.

The exclusion of the “thin registry” language seems to create policy that is not in Recommendation 23. This change goes beyond the requirements of Recommendation 23, and represents an update to the URS process itself. That work is probably better left to the RPM WG who are working on updating the URS process right now.

Perhaps this team could send a letter to that Working Group suggesting the change, or refer this to the GNSO Council?
