This is the first one and we thought this narrative form would be easier to review.
Please keep in mind that we are producing this document to get a comprehensive view of the policy requirement.
I plan to post these documents in the IRT wiki when public comment is ready but not directly link to them in the policy or from public comment.
As we face questions to why, we will use FAQ for short answers but will link to these documents for in dept analysis covering different views of the requirements.

As with new processes, you will have ideas and feedback also.
I’ve provided a place for your comments on the process at the end of the document.
So please limit your comment on the content for missing or new information.
