On the last call you described the expected process for addressing areas of disagreement and requested rationale where there is disagreement with what staff has captured in the one document.  As you know, recommendation 7 is one of the areas of disagreement for the IPT/IRT.  I am sending over a document (attached) providing rationale for why the current language in the one document is misaligned with the EPDP phase 1 policy recommendations.  I’ve also consulted with several other IRT members who support and agree with the position outlined in this document and the reasons behind it.
