[IRT.RegDataPolicy] Preview public comment form

Dear IRT,

Provided for your preview is the beginning of the public comment form we will be using.
Recognizing that some IRT members are new to the production of the public comment proceedings, I wanted to start this early to field your questions on the process as well to get us on the same page in terms of the public comment.

I’ve tried to indicate the items we will be highlighting in the public comment as this was a question from the IRT before.
This policy implementation requires a lot of explanation because many recommendations are not reflected in the policy language and for some the language is not in alignment with the recommendations (drafting error)

Please review Section III: Document and Resource Links in particular and comment on the list of documents.
