[IRT.RegDataPolicy] Wrong information in letter from Board to Council

A recent communication from ICANN Board to GNSO Council states:

"The Board understands there are diverging

views among some IRT members about how to implement EPDP Phase 1 Recommendation 7,"

This is simply not true. The IRT has clear instructions from IPT that since that recommendation was not adopted, it is not in scope of the discussions. So how something not in scope and that hasn't been discussed would have diverging views ? The record on this needs to be corrected ASAP.
