[IRT.RegDataPolicy] IRT meeting schedule: 18 August cancelled; Next meeting on 1 September

Dear IRT,

We’re cancelling the IRT meeting next week on 18 August 2021 and will meet on following scheduled date: 1 September 2021.
I decided to focus the IPT efforts to make progress internally on a few key dependency items.  As you know, these include Rec 7, 12, and 27.  The results of our work will all be shared with the IRT for review when ready of course. In the meanwhile, you may see IRT tasks being assigned and our goal is that we will review them in September as a team.

Andrea will be adjusting the calendar invites and the wiki as she usually does for us.
