[IRT.RegDataPolicy] definition clarification

I wanted to re-ask my questions regarding definitions.

If a consensus policy defines a term that is also defined in the One Doc,
which one takes precedence?

How will the reader any consensus policy know that they should reference
the OneDoc for definitions?
