[IRT.RegDataPolicy] OneDoc link on IRT wiki for public view only access

Dear IRT,

As discussed, we begin to change the access to our documents for public access.
This means that people outside of IRT can view the document directly without IRT members having to download and emailing them.

This is our first document and it’s important that all IRT members are aware of this process change.

The OneDoc has been added to the RegDataPolicy Implementation Document List on the IRT wiki.

The item 13 on that list is linked to the same OneDoc we work on.

  1.  Draft Policy Language aka OneDoc<https://docs.google.com/document/d/1SVFkoI6RmrVVz--RrVLSOj1bmz1qLb7_JTuvt7At4Uo/edit> - continuing updates using shared document.
This way the viewers always have access to the latest version.
I plan to share this news at the ICANN70 IRT session and would appreciate your feedback before then.
