Hi Dennis,

Any review of Section 5 is wasted effort until we have the relevant DPA's
required by the Phase on policy available to review also.

The detailed "roles and responsibilities" defined in the DPAs are
the foundation of the One Doc.  So no meaningful public review of our IRT
documents can occur until the DPAs are also available and finalized.
