[ispcp] COMMENTS NEEDED" New Joint White Paper on new gTLDs

All:

Tony Holmes sent a copy of the fifth version of the Joint Constituency Paper on
gTLDs.  That was approved by the ISPCP last Monday.  During the consultation on
that version the Intellectual Property Constituency made some additional
suggestions.  Nothing changes in terms of the document's message / objectives
but the arguments are meant to be clearer.  The changes are highlighted in
yellos in the current draft.
