[ksk-rollover] Monitoring the rollover

Also just to confirm that DNS-OARC will be co-ordinating another of its
DITL collection exercises during the rollover, with PCAP query data
being gathered from all the root operators for the 48-hour window
spanning the rollover.

While this is unlikely to flag up immediate operational issues as it
happens, it will give the community an archive and baseline against
previous similar events, and for in-depth analysis after the event.
