[msipanel] Commentary on Strategy Panel on Multistakeholder Innovation

Beth et. al. and whomever, 

While this msipanel looks to be moribund (6 postings in Oct/Nov of last
year) I am sending this as part of a wider effort to get out commentary and
discussion around the ICANN multistakeholder issues, and in particular, the
GovLab "Blueprint" document. 

I am a member of NPOC/NCSC and have written a long(ish) 17 page commentary
on the 16 “Blueprint” proposals contained in the document produced by
the Strategy Panel on Multistakholder Innovation. It is titled
“Commentary on The Quest for a 21st Century ICANN: A Blueprint” and can
