[NCAP-Discuss] Report Changes Based on Public Comments

Thanks Matt. Collision String is a defined term in the terminology
section.  As agreed on the last call, it should be capitalized -
Collision String.  Michael please check because I noticed it was not in the
document which reflects responses to public comment.

Please check via universal replace tool
