[NCAP-Discuss] Delegation Rates for TRT testing purposes

Our consultation with IANA Reps, confirmed by Kim Davies himself, was that it was only about IANA capabilities of processing the root zone changes, not the RSS capability of handling such root zone changes.

I’m all for quoting RSSAC advice and comments in this matter, and in fact all I mentioned in NCAP was based on their positions. We just need not to mangle it with IANA capabilities, only because both relate to the root zone.
