[NCAP-Discuss] [Ext] NCAP Report Rough Draft Doc

Hi Michael et al.  I saw a note in the Board Questions doc about a possible
need to change the working definition of Name Collision?  (I'm guessing we
cannot attack that at this point.)  Can we discuss what is meant by this?
