Thank you for your comment. And yes, any comment on Devanagari LGR is not
out-of-date till the time it finally gets published. :)
Regarding your analysis about Rule 2 and Rule 7, there is some problem in the
interpretation of it as I see.
Rule 2 provides left context to H, i.e. it put conditions on what can come
before H. It does not speak of what can come on right of it. This means that any
valid start of an aksar I,e, C and V can come after it.
Rule 7 is to provide right context to H, i.e. it puts conditions on what can
come after H. And thereby restricts a V from coming after H.
Given the above understanding of the rules, they are kind of are mutually
exclusive. Hence both are required.

As far as example “आम्अचार” is concerned, if I recall correctly, this example
has come from Nepali in which it is quite frequent. Also, even if it is quite
rare, it does not matter in our analysis as we are not making rules that bind
the meaning of the words. One can and should be able to make any possible label
as long as the label is valid as per akshar syntax and do not introduce any
ambiguities as per the LGR Procedure requirements.
