[Npoc-discuss] Olevie KOUAMI, Election statement

*Dearest NPOCers, *

*We all know that our constituency, the NPOC, is the youngest one among all
the current constituencies within the ICANN. The NPOC was formally
established in June 2011 and is in the process of knowing its fourth EC.*

*The organization that I represent in the NPOC is named in french “Institut
des Technologies de l’Information et de la Communication pour le
Développement” or  INTIC4DEV. In english it is “Institute of ICT for
development”, a not-for-profit association that I personally initiated in
January 2004 at the end of my contract as national UNV (United Nations
Volunteer) ICT specialist, promoting the Cisco academies in Least Developed
Countries as mine (Togo). The ICT ecosystem of my country, at that time,
was missing of civil society activists specialized in ICT field. So I took
the initiative to create a non-for-profit organization specialized in ICT
with the help of some colleagues and frineds from the University of Lomé
and the IT professional community of Togo and development specialists,
coming from Belgium (Europe) and living in Togo at that time.*


*INTIC4DEV is a R&D Center of Excellence, promoting ICT for Development in
Education (elementary to university through the high school) in general and
particularly the promotion of free and open source software among the IT
professionals. My involvement in the activities of the NPOC was encouraged
by the late Alain Berranger (May his soul RIP) in late 2011 and during year
2012. It leads to the acceptance of my application to join the NCSG and the
NPOC in December 2012, and to my active participation in the NPOC and NCSG
meetings whatever the place of meetings. Beacause, I am quite convince that
if there is, on this earth, a part of the population that needs to benefit
from the advantages of DNS and IP addresses on a non-for-profit basis, it
is my continent, Africa. That is the purpose of my sincere commitment to
the NPOC, the NCSG and ICANN.*

*My first concern as the Chair of the Communications Committee will adhere
strictly to the duties and responsibilities related to my position which
are being specified in Articles 3.3.6 and later, 4.3 and later and 6.0 and
later of our charter. It is necessary that these actions become effective. *

*In addition, the NPOC has an project of organizing in partnership with the
GKP Foundation and IICD, a capacity development program of registrars in
emerging and developing economies, I will wish to see this event be
realized during my second term on the EC of NPOC and I will largely
contribute on it.*

*Since many months now, I have regular exchanges, in private for instance,
with my colleague and dear friend Sam Lanfranco on projects to achieve
together in Africa for Africans in the days ahead. One of them relates to
"how to increase the level of awareness and involvement in politics around
the net neutrality of African stakeholders." I see the NPOC get involved
with us in the realization of such an activity in a previous pre-event
periodic of ICANN meeting (for example). *

*So here are my plans for the year ahead. *
