Historic Day For The ICANN Community!

Today, Community Will Deliver IANA Stewardship Transition Proposal and
Final Report on Work Stream 1 Recommendations to ICANN Board for
Transmission to NTIA.

Yesterday, the CCWG-Accountability received consensus
approval/non-objection of its Final Report on Work Stream 1 Recommendations
from the remaining three Chartering Organizations -- GAC, GNSO and ccNSO.
As a result, both the ICG and CCWG-Accountability will deliver their
proposals to the ICANN Board during the start of the CCWG-Accountability
working session this morning.

Following acceptance of the proposals, the ICANN Board will undergo a short
review period and intend to transmit the package to NTIA after their Public
Board Meeting this afternoon.

*Describe how Africa's role in Internet governance and in ICANN has evolved
over the past five years.*

A more diverse group of African countries, including civil society and
government, are participating in Internet governance forums. ICANN has a
stronger presence in these groups. More Africans are engaging in ICANN
processes, as illustrated by the IANA transition process. Additionally,
ICANN's Africa Strategy is a mechanism for addressing issues and interests
in the area.

*How important is this ICANN55 Public meeting, in Marrakech, to Africa's
Internet ecosystem?*

The event deepens African involvement in ICANN. Meetings in Africa are very
special to the African community - many who have been participating online
can now attend in person.

*ICANN55 is Fadi's last meeting as CEO and President of ICANN. How would
you describe his contribution to Africa's growth in the Internet ecosystem?*

He urged Africans to rally behind a common strategy and it worked. Fadi
challenged the African community to focus on one consensus-based proposal
dealing with two simple issues: Africans in ICANN and ICANN in Africa. All
other ICANN regions followed suit with regional strategies and expanded
ICANN's global reach!

*What should stakeholders in Africa do to strengthen their role and
contribution to the ICANN community?*

They should participate in ICANN Public Meetings - whether remotely or in
person. Those who are fortunate enough to attend in person should hold
local meetings with colleagues when they return home. I encourage
participants to recruit others to get involved with ICANN, and to organize
local communities to work on Internet governance issues.

ccNSO Welcomes New Councillors

Yesterday, the ccNSO Council announced changes to its makeup. Byron Holland
(.ca) stepped down as chair of the ccNSO Council. Byron will remain on
Council until the end of his term. At the end of Wednesday's afternoon
session, his successor Katrina Sataki was announced. Also, two
long-standing members of the community left the Council - Vice-Chair Keith
Davidson (.nz), and former chair Lesley Cowley, OBE.  Their seats were
taken by Debbie Monahan (.nz) and Peter Vergote (.be). The ccNSO
wholeheartedly thanks Lesley and Keith for their guidance, commitment and
tireless work for the ccTLD and ICANN community. We wish the incoming
councillors lots of energy and enthusiasm in their new roles! The ccNSO is
one of the three Supporting Organizations within ICANN and is responsible
for developing and recommending to the ICANN Board global policies relating
to ccTLDs (the scope of which is limited by ICANN's Bylaws), and other
activities authorized by its members. The ccNSO Council has 18 Councillors,
15 appointed by the ccNSO membership and 3 by the NomCom. To date, 157
ccTLD managers are member of the ccNSO.

GNSO Supports CCWG-Accountability Proposal Unanimously

Councillors from the GNSO's four stakeholder groups and five constituencies
came together to support the CCWG Accountability Proposal unanimously.
James Bladel, GNSO Council Chair, states that "the adoption of this
historic moment shows that the multistakeholder bottom-up process works and
this bodes well for ICANN's future." Councillors pointed out that more work
will be necessary when implementing the 12 recommendations. James Bladel
added 'today we demonstrated that the GNSO, in all its diversity, is
committed in its vision for the future of ICANN."

The GAC met in Marrakech on Wednesday, 9 March for the GAC Communiqué
drafting session. Seventy-six GAC Members and twelve Observers attended the
meeting. The Communiqué represents the formal negotiated outcome of the
meeting, including the GAC's advice to the ICANN Board. Contents of the
discussions have been published in the GAC Communiqué, which is now
available for review.

The first meeting I attended was in 2011 - the 4th International Conference
for ccTLD [country code top-level domain] registries and registrars of CIS
[Commonwealth of Independent States], Central and Eastern Europe. There, I
met ICANN representatives Michael Yakushev and Veni Markovski.

After the conference, we organized a local community meeting and discussed
creating a new association to work on Internet policy. Since 2011, the
Internet community of Kazakhstan has been prepared to meet its commitments
as participants in international organizations. In June 2014, IAK hosted
the regional RIPE NCC [Réseaux IP Européens Network Coordination
Center] meeting
in Almaty, Kazakhstan. In November 2014, the UN Economic and Social Council
granted IAK General Consultative Status.

I have attended one ICANN Public Meeting so far - ICANN53 in Buenos Aires.
