[Npoc-discuss] Welcoming our New NPOC Members

Welcome new members! We'll have our direction better worded after
tomorrow's EC meeting (@ 14 UTC), which members are welcome to join in.

We will also have separate members' meetings but not as often - Caleb can
tell more about those. :)
