[NPOC-EC] two year planning submission

Discussion at the PC meeting was that if there was going to be an NPOC comment on the two year planning process first consultation process, that it should be EC driven due to its focus on ICANN internal issues. The PC may assist in putting the submission in final form. This is due March 5, so between now and Kobe.

Do we have opinions on the two year planning process consultation paper?
