Dear all,

I had the misfortune of locking myself out of my apartment today and it
took me over an hour to get back in. Terribly sorry for not making it to
our meeting on time. I didn't have my phone or money or nothing so I just
had to wait for my landlord to arrive.

I think Emmanuel has shown great initiative and made excellent minutes of
our meetings and shown that he's been working on the IDNs as well. I'm
choosing him and Juan to come to Cancun. Juan mainly because he's been
tracking the TPR and other council matters well and our focus IS on policy.

Since both me and Juan have taken the leadership course before, Emmanuel is
then an easy choice for that as well.
