OK then. You don't have to send him a ballot as long as we don't loose him
as a member.

My emphasis is based on earlier decision by the EC that only members who
vote during this election shows that they are active.
Therefore inactive members will be removed.

If is membership is not removed because he couldn't vote then I'm most
comfortable with that.
