[NPOC-EC] Requests from Comms Chair.

Dear all,

As part of the large work to be done in Comms, I'd like to request the
following support from the EC.

To the Chair:

   - Seeking permission to
      - Update the Skype NPOC EXCOM channel's logo to NPOC's official logo
      - Update the Skype NPOC channel's logo to NPOC's official logo
      - Start the handover of NPOC channels to the current Comms Chair
      - Manage the access to the NPOC domain (DNS management)

To the outgoing Comms Chair:

   - Seeking support to
      - Provide a list of existing NPOC channels (FB, LinkedIn, Twitter and
      any other)
      - Provide credentials to manage all of the channels


To the Membership Chair:

   - Seeking information on
      - existing membership list
      - geographical distribution
      - level of activity

To the Policy Chair:

   - Seeking information on
      - List of current policy processes in which NPOC is involved
      - List of current working groups in which NPOC is involved
