[NPOC-EC] COMMS - Requesting some next steps.

Dear Juan,

I'd like to request to create the following:
- Account for NPOC in Github
- Configure NPOc's Github account according to branding
- Create a sandbox VPS (it costs me nothing) to test a few packages I'll be
proposing to move to eventually

Rationale:
- I am going to test some platforms for Comms that will allow our
constituents to submit concerns, proposals, etc.
- I want to test a documentation site (that we can integrate with our
website, of course) for all document-heavy stuff (NPOC Policies, etc.)

There are no downsides to any of the above. If anything, just for the sake
of identity and branding protection it makes sense to register in Github.
(I'll make a list of proposed platforms to create accounts for the same
reason in the future).
