[NPOC-EC] NPOC - NPOC.org domain.

Hi everyone.

With our domain NPOC.org about to expire in a few days (Registry
Expiration: 2024-07-28), we should be looking into this topic and coming to
a situation that clarifies the ownership, payment and management of the
domain.

At the moment, we domain is being registered in Hetzner under Raoul's
account.
I have not heard from him for a while and I am growing concerned about NPOC
not having a backup procedure for this.
I understand there is a cost associated that needs to be forwarded to ICANN
Finance (?).
It is also hard at the moment to handle things such as records (CNAMES and
other) as we need to configure services (example, Vaultwarden).

My proposal would be:
- Keep things as they are with Raoul from a financial perspective (as I am
unclear that we'll be able to modify this in barely 12 days).
- Create an account under Cloudflare and create proper access levels
- Update the NSs in NPOC.org so that they point to Cloudflare

This is a compromise solution that at least gives us some admin management
that we need.
