[RDS-WHOIS2-DataAccuracy] Draft report of WHOIS1 Rec #5-9: Data Accuracy subgroup

Please refer to attached the draft report of the Data Accuracy subgroup, for your review and comments by 5 April before submission.

I haven't propose recommendations yet, since I need the subgroup to validate the findings & problems first.
