I have done a brief scan of the document and see no reason not to 
send to the entire RT, subject to the following:

- highlighted XXX on page 1 to be filled in
- Page 2, section 5, bullet 2, extra S in possible
- Page 5, Section 14, 2nd paragraph: The review team considered but 
did test for concensus.... This does not read properly unless there 
is a missing NOT.
