[RDS-WHOIS2-RT-Leadership_Staff] Update on several sections

I've reviewed several section with the following results:

- Exec Summary: Made a small change with regard to Anything New to 
match the section. No review by RT Plenary needed.

- Plan and Annual Reports: Some wording changes bottom of page 3, top 
of 4. Display during Plenary.

- Anything New: Some corrections, clarifications. Display during Plenary.

- Safeguarding: Minor changes. No need to display during plenary.

- Data Accuracy: A number of changes were made. For display at 
plenary: Deletion of #3 on page 8;

Subject to any objection during plenary, these 4 sections now handed 
over to Jackie.
