In practice, I've found exactly the opposite actually. Constituencies 
speaking with one voice have, historically speaking anyways, been 
treated better by the consensus policy development process. I made a 
recommendation along those lines to the ExComm last week but haven't 
heard anything back yet regarding a final decision.

The many voices/more leverage dynamic usually comes into play outside 
the formal work of the TF (ie - lobbying staff, working with other 
constituencies in the hallways, et al).

At the end of the day, its not my call to make.
