Mike raised a good point re: new services being too narrow under the "change
in operation of TLD registries" formulation. However, if you look at the
last step in the proposed review process, it requires ICANN -- even if ICANN
has determined that the new proposed service is not a registry service -- to
check the stability and security impact of the "non registry" service. Does
that make the proposed review process sufficiently broad or not?
Theoretical question: Is the issue before us threefold - 1) new registry
service; 2) new non registry service; and 3) change in operation of TLD
registry (which could be #1, #2 or neither)? If so, aren't we really
talking about two distinct procedures or one procedure covering all?
