[registrars] .info client-hold and client-lock.

Dear Colleagues:

We've had difficulty removing client-hold and client-lock from .info 
domains.  The problem may carry over to .org as migration goes on to EPP.

Tech support suggests removing one nameserver rather than setting 
client-hold  That will work.  But there remains a problem with removing 
client-lock.  Any thoughts?
