[registrars] Carthage WLS as agenda item

Attached is a letter I sent yesterday to Paul Twomey urging that ICANN
impose a Moratorium on all Registry Services.

ICANN should provide an update on WLS and SiteFinder and explain if and how
they will undergo the new policy process for registry services.
