[registrars] ICANN budget

eNom strongly encourages ICANN to make the acquisition of alternative 
funding sources its highest priority, and pledges its support in that
effort.
eNom would like to go on record that it does not intend to approve being
billed directly 
next year if the budget requires registrars to pay above the equivalent of
$0.18/name.
eNom strongly feels that any increase above the current level will not
be financially possible for many, if not most registrars to support.

For this year's budget, eNom reluctantly approves ICANN billing registrars
directly.
