[registrars] submission to House Committee - DRAFT

Hello Elana...

I see from your other email that the letter will not go out from the RC.

If the bylaws are not clear that any position adopted by the RC has to 
actually be approved by the RC then I will draft a bylaws revision and 
submit it for vote by the RC membership.  This is an issue on which there 
should be no question.
