Thanks Mike - this is something that I've been discussing with Steve Metalitz and there is an opening here from the IPC to think of a step-by-step approach.  This is not the comprehensive solution, but just an outline of the anti-harvesting points.

Although I think these are productive steps forward, the interim solution is
totally lacking of any attempts to increase the accuracy of the existing
data. Without any type of effort to address this important side of the
equation, I do not see the viability of your proposal being broadly adopted.
