[registrars] Election of GNSO Council representatives

Hello All,

The ICANN Annual General Meeting will be held in Carthage, Tunisia on
27-31 October 2003.

According to the transition article of the ICANN By-laws - Article XX,
section5, clause 6:

All terms of GNSO Council members shall conclude at the conclusion of
the ICANN annual meeting in 2003.

The current representatives of the Registrars constituency are:
Bruce Tonkin, Ken Stubbs, Tom Keller

The new by-laws call for only 2 representatives.

The GNSO Council has asked the ICANN Board to allow for 3
representatives  until next year - although this will require a Board
decision in Tunisia.

I recommend that the Registrars constituency elect 2 GNSO
representatives, and 1 reserve.

Note of the two GNSO representatives, the constituency must designate:
(consistent with Article XX, Section 5, clause 8 of the ICANN by-laws)
-one to serve a 1 year term
-one to serve a 2 year term

Note also that under the Registrars constituency by-laws, a GNSO Council
representative may only serve 2 terms for the same position (not sure if
that is retrospective, or in the future under our new by-laws)

Given that we need time to receive nominations, allow for discussion (14
days), and allow time to vote (7 days), I request that the Executive
Committee commence the election process as soon as possible.
