[registrars] TDRP for Registrants

Ascio has filed a formal dispute at the registry level and after 14 days the
case has been solved and the request enforced. This seems relatively
efficient - at least compared to the registrant taking legal action on his
own. 
 
I believe that an efficient TDRP is an important part of the new transfer
policy, and we are having similar considerations on if and how to make this
available to the registrants.

I'd be interested in others experience so far with disputes (formal or
otherwise) under the new transfer policy. We, GoDaddy, are wondering if
there may be an advantage for us all by allowing registrants to file a TDRP.
Right now, if the registrant does not contact the registrar first, or is not
familiar with the fact that the TDRP exists, they may take legal action on
their own and make the TDRP a pointless option.
