Keeping in mind that the staff is not requesting comments on the 
development of new policy or modifications to existing policy, but 
rather, whether or not they got the interpretation of the new policy 
right before they implement it. Essentially they are looking to the 
stakeholders for answer to the question of whether or not these 
contractual amendments accurately reflect the 29 policy recommendations 
of the transfer task force. If the answer is "no", then they have more 
work to do. If the answer is "yes", then we can quickly move to 
implementation.

Members are free to provide the staff with any comments they wish, but I 
would urge each of you to ensure that you are aware of what the staff is 
looking for and what they aren't.

 From a constituency perspective, I will not support any statement that 
proposed to further consider new policy or amended policy prior to the 
implementation of the policy we've already adopted. We have to move this 
ball forward - the issue has been in front of us for far too long.
