Dear Registrars:  I suspect that any registrar with an office in the U.S. 
with 150 or fewer employees would be classified as a small business:

Information Technology
Value Added Resellers
NAICS Code 541519
Not to exceed  150 employees
SIC Code  7379

That said, I think we could appeal to the Small Business Administration and 
to our Members of Congress and/or Senators for assistance with the 
excessive demands of DOC on ICANN.
