Everyone should read Thomas Roessler's critique of this report at
http://log.does-not-exist.org/.

In a very diplomatic and polite style, he calls the "best practices"
document, crap.  A lot of people spent a lot of hours trying to craft a
consensus to help the industry move forward.  It's too bad the leader of
this task force lacked the integrity to remain objective and publish an
honest report.

As you know, ICANN has published the task force documents for public
comments.  I would urge everyone to submit public comments for all three of
the Whois task forces to reinforce the constituency's own "best practices"
for Whois.

Registrars - please review the attached document. I am, suffice to say, 
deeply disappointed with the results of this ballot and the limited 
support that we have received from other constituencies in attempting to 
establish rational policies in this space.

Also note that the task force was not provided with the opportunity to 
review this report in its final form prior to publication.
