[registrars] Malaysia Constituency Meetings on Tuesday instead of Monday?

Actually, what I was thinking is that entire scheduled be adjusted forward
by one day with the exception of Friday, which may combine public forum in
the morning with Board meetings in the Afternoon. That would actually
shorten it by one day.

Just a thought. I'll be there either way.
