[registrars] Malaysia Constituency Meetings on Tuesday instead of Monday?

All - I am communicating with ICANN staff about this. I think the move is highly unlikely as we are also trying to coordinate with other constituencies. But, if we were to move, we'd more likely go to one of the public forum days rather than Tuesday.

There will probably also be a public session on introducing IDNs to the
root on the Tuesday morning as well.

Generally Tuesday will be used for public sessions on topics of general
interest.
